Why this exists. SOW 7.9 requires daily pre-starts to be documented and forwarded to the SBR
representative — the forwarding is part of the requirement, not optional. Section 9 is what proves it.
HSE must approve this template before first use. The structure below covers the SOW obligations
(7.6 risk assessment, 7.7 interfaces, 7.8 contamination, 7.9 communications), but the safety content is
DTL HSE's to own and sign off — not Finance's.

A pre-start that isn't forwarded to SBR doesn't meet the SOW. Section 9 must be completed every day.
File the PDF in 06 Site Documentation\01 Daily Work Reports, one per day, named
PRJ0072 Pre-Start YYYY-MM-DD. These are the contemporaneous record behind the weekly report,
any Extension of Time claim, and the EH&S statistics.
